Honorable Rosalie Vigna

Retention year: 1996
Recommendation: Retain

The Tenth District Commission on Judicial Performance recommends that Judge Vigna BE RETAINED.

Judge Rosalie Vigna has been a Pueblo District Court Judge for the past two (2) years and ten (10) months. Before going on the bench, Judge Vigna was in private practice and served as public defender in the Pueblo Office.

As a district court judge, Judge Vigna presides over civil, domestic relations, criminal, juvenile and probate cases; probate being her largest case load.

A survey was conducted to evaluate the performance of Judge Vigna from members of law enforcement, attorneys, litigants, jurors, and court personnel. A few responses to the survey suggested Judge Vigna lacks knowledge of the law, treats all parties unequally, and was not a satisfactory motions judge. The overwhelming majority of responses praise Judge Vigna for her sense of justice, finds facts without public influence, knowledge of evidence and procedure, knowledge of law and treatment of all parties equally.

In our interview of Judge Vigna, we found her to be very confident of her work and she displayed a very high sense of control and positive attitude toward her position.

Based on the survey evaluating performance and our interview, Judge Vigna received a very high overall rating for retention.
