Judge Steven T. Pelican was appointed to the District Court bench on January 1, 1986. Judge Pelican graduated from the University of California with a B.A. degree in 196. In 1971 Judge Pelican graduated from the University of Colorado School of Law and was admitted to the bar in 1972. From 1972 to 1975, Judge Pelican served as a Deputy District Attorney for the Fourth Judicial District. From 1975 through1978 Judge Pelican was in private practice in Colorado Springs with an emphasis on criminal defense and civil trial law.

Judge Pelican received extremely high rating from all groups that were surveyed by the Commission. Although the number of courthouse personnel, law enforcement, and juror respondents were very low, Judge Pelican received a 100% retention rating from all those individuals. His overall retention form the attorneys appearing before him was the highest (92.9%) for all judge presently sitting for retention.

The comments from the attorneys who appeared in front of Judge Pelican were, with very few exceptions, superlative. Judge Pelican is considered to be one of the best Judges on the bench in the Fourth Judicial District. Many of the attorneys surveyed believe that Judge Pelican exemplifies judicial courtesy and demeanor who, along with a keen legal mind, utilized a practical approach to the problems and cases in his courtroom.

Based upon a review of all relevant information before it, the Fourth Judicial District Commission on Performance, the Commission recommends Judge Steven T. Pelican BE RETAINED.
