Judge Davis, age 41, was born in Lamar, Colorado and graduated from Lamar High School in 1970. He received his secondary education at Wheaton, Illinois College and the University of Denver School of Law, where he graduate in 1978. He was in private practice as an associate and partner with the Lefferdink law firm in Lamar and Eads from 1978 to 1987, and has been the sole practitioner in Eads from 1987 to the present.

He was appointed County Judge of Kiowa County in June 1992. This will be his first retention election.

The cases handled by the Kiowa County Court consist primarily of traffic offenses. The court also has jurisdiction over civil cases up to $10,000, small claims, and misdemeanor cases. For 1993, the Kiowa County Court handled 163 traffic cases, 29 civil cases, and 20 misdemeanor cases. This is a part-time position involving approximately five to six days per month.

Responses received by the Commission from attorneys, litigants, law enforcement, and court personnel were limited but overly very favorable. Of the six responses received, five recommended retention while one had no opinion. The only self-improvement recommendation was by Judge Davis himself, who felt this would occur through experience on the bench. The members of the Commission personally interviewed Judge Davis on June 9, 1994.

The Fifteenth Judicial District Commission on Judicial Performance recommends that Judge Davis BE RETAINED.
