Reports:
2006 Retention Survey Report

Honorable Herbert H. Galchinsky

Retention year: 2006
Recommendation: Retain

The Second Judicial District Commission on Judicial Performance unanimously recommends that Judge Herbert H. Galchinsky BE RETAINED.

Judge Galchinsky was appointed to the Denver County Court bench in January 1995. Prior to his appointment, he worked in private practice for 31 years and also served as a part-time magistrate. Judge Galchinsky has lived in Colorado since he was nine months old. He attended Lake Middle School and North High School. Judge Galchinsky received his undergraduate degree and his law degree from the University of Denver. He currently presides over juvenile county court matters.

Judge Galchinsky participates in “Here Comes the Judge/Rappin’ with the Judge,” a joint program of the Denver County Court and Denver Public Schools. He enjoys spending time with his children and grandchildren, as well as performing wedding ceremonies.

The Commission reviewed written evaluations of Judge Galchinsky from attorneys and non-attorneys, including written verbatim comments attached to the surveys. The Commission also considered a written self-evaluation completed by Judge Galchinsky and conducted a personal interview with him.

Judge Galchinsky received high ratings from attorneys in every category. 100% of the attorneys surveyed recommended that Judge Galchinsky be retained.   Judge Galchinsky received significantly lower ratings from non-attorneys, only 20 of whom responded to the survey. Of the non-attorneys who responded to the survey, 55% recommended that he be retained and 45% recommended that he not be retained. Judge Galchinsky attributes this low approval rating to the fact that he was on the small claims civil bench during the time the survey was conducted, and the survey respondents were unhappy with the outcomes of their cases.
