The Second Judicial District Commission on Judicial Performance recommends that Judge John Stephen Phillips BE RETAINED.

Judge Phillips was admitted to the Colorado bar in 1968. He received his undergraduate degree from the University of Wyoming with a major in history, and a law degree from the University of Colorado.

Judge Phillips was appointed to the bench on April 27, 1983. Prior to his appointment, he was an attorney in the Army Judge Advocate's Generals Corps. He was an assistant attorney general and served as assistant United States attorney with the primary responsibility as a trial prosecutor.

In the past fifteen years, Judge Phillips has been assigned to the criminal, domestic relations and civil divisions of the court.

Courtroom observation, a personal interview, and written materials submitted to the Commission indicate that Judge Phillips is conscientious, diligent, fair, and practical.

In a written survey, attorneys voted 85.5% to retain, 2.9% had no opinion, and 11.6% voted to not retain.
