The Nineteenth Judicial District Commission on Judicial Performance recommends that Judge Lynn J. Karowsky BE RETAINED.

Judge Karowsky was appointed to the County Court on August 1, 1996. From August 1981 until July 1996, he was a Small Claims Magistrate and business law professor specializing in Uniform Commercial Code and consumer law. Prior to the time, he was in the private practice of law for six years.

Judge Karowsky currently hears 25% civil cases, 55% traffic cases, and 20% misdemeanor cases.

An overwhelming majority of those surveyed in questionnaires distributed to attorneys, court employees, litigants, law enforcement personnel, and jurors recommended Judge Karowsky be retained. Victims and Social Service employees were also sampled, but their response rate was too small to be representative.

Based on a review of written evaluations by the group surveyed, Judge Karowsky received praise for his judicial temperament, patience, sense of justice, fairness, knowledge of the law and clear instructions. Two areas of suggested improvement centered around decreasing the amount of time taken on some cases and on becoming more concise and succinct in regard to oral rulings.
