The First Judicial District Commission on Judicial Performance recommends that Judge James Carl Demlow BE RETAINED.

Judge Demlow was appointed to the Jefferson County Court in 1982. Unusual for a judge, he has a degree in Mechanical Engineering from Colorado State University. He received his law degree in 1973 from the University of Denver. Prior to serving on the bench, he had been in private practice, a Deputy County Attorney, and a Municipal Court Judge. He also served for four years as a Magistrate for the First Judicial District before his appointment. He has been active in community affairs, state and judicial district court committees, and has taught other judges in the area of domestic violence.

Of the attorneys surveyed, 92% favored retention, 8% favored non-retention and 0% had no opinion. Of the non-attorneys surveyed, 72% favored retention, 7% favored non-retention and 21% had no opinion.

Every group surveyed gave him high marks for fairness, courtesy, impartiality, communication skills, judicial temperament, diligence, and application of the law. The majority of comments the Commission received praised Judge Demlow for being fair and treating every person with respect.

The Commission interviewed Judge Demlow, who felt that he needed to improve himself by becoming more familiar with areas of the law that he does not encounter regularly.

The Commission is very impressed with Judge Demlow and believes he is one of Colorado's outstanding County Court Judges.
