Recommendation: Retain

The Fifteenth Judicial District Commission on Judicial Performance recommends Judge Gary W. Davis BE RETAINED by a unanimous vote of 10 to 0.

Judge Gary Davis was appointed to the bench on June 1, 1992, and has served as Kiowa County Judge for the past 14 years. Prior to his appointment Judge Davis was a private attorney in Kiowa County Colorado. He is a 1978 graduate of the University Of Denver Law School. 

His community service as a volunteer speaker regarding estate planning and his church service as a past church board member and teacher has helped him to achieve a level of involvement that strikes a good balance between being available while maintaining an appropriate distance so as to not have his judicial objectivity called into question. Judge Davis continues to maintain a private law practice because he is a part time judge. 

The Commission reviewed written evaluations on Judge Davis from attorneys and non-attorneys, including written verbatim comments attached to the evaluation questionnaires and public comments. The Commission also considered a written self-evaluation completed by Judge Davis and conducted a personal interview with Judge Davis. 

Judge Davis received high ratings from attorneys in survey results that indicated extremely good communication and demeanor. He also received a perfect score in the survey regarding his neutrality.  This was better than the average of all county judges across the state. Of the attorneys responding to the survey 100% felt he should be retained. 

The non-attorney questionnaires received by the Commission rated Judge Davis lower in virtually every category as compared to the attorney ratings.  However, the number of respondents to the surveys, both attorney and non-attorney, was small and therefore hard to obtain meaningful statistics. After review of all available data, interviewing the Judge, and observing the Judge in the courtroom, the Commission is united in recommending Judge Davis for retention.
