Ninth Judicial District - Garfield County Judge

Reports:
2006 Retention Survey Report

Honorable Jason Dushan Jovanovich

Retention year: 2006
Recommendation: Retain

The Ninth Judicial District Commission on Judicial Performance unanimously recommends that Judge Jason Dushan Jovanovich BE RETAINED.

Judge Jovanovich was appointed Garfield County Judge in April, 2005. Prior to his appointment, Judge Jovanovich was a deputy district attorney for the Ninth Judicial District. Earlier he was in private practice where he had civil trial experience.

The Commission reviewed the 2006 Judicial Performance Survey of Judge Jovanovich including the results of responses from attorneys and non-attorneys and the written comments attached to evaluation questionnaires, his written self-evaluation, and conducted a personal interview with the judge. Members made a number of visits to Judge Jovanovich’s courtroom.

Judge Jovanovich has demonstrated his competence despite being on the bench for a short period of time since his appointment and being relatively young. While he admits he has areas to learn about and become more proficient in, he has demonstrated fairness and is obviously intelligent and articulate. Cases are handled in an expeditious and courteous manner. He is concerned with how the community perceives the justice system and understands that he is the point of contact between the public and the judicial system for many.

Given the changing demographics of the community he serves in Western Garfield County, the Commission believes that Judge Jovanovich is concerned about cultural differences among those who appear in his court and strives to be perceived as one who delivers justice without regard to race, gender, national origin or other differences.

Of the attorney evaluation surveys, 96% recommended that Judge Jovanovich be retained. Of the non-attorney evaluation surveys, 86% recommended retention. The non-attorney evaluations included litigants, court employees, jurors, and others.

The Commission unanimously recommends that Judge Jovanovich be retained. The Commission believes that further time on the bench will allow Judge Jovanovich to further develop his skills and abilities as an asset to the justice system and Garfield County.
